It's not a bug, the "Red bar" instantly returns at the right place! All the time! On all the game!
It does not affect the game or even the progression.
You are a little too much picky my friend you don't know ?
...And you take the jauge in big plan but he totally not take all the screen (In Game).

The game not have real issue. I know it, i did it!

I played ninja gaiden sigma 1 and 2, the cheats are working perfectly and without bugs, what remains is to make a small adjustment in the health code to be perfect.
