Help identifying ps2 games

I need help identifying 2 ps2 games. The first game was a medieval type of game where you could fly around as a dragon. I dont remember how the cover looked; The second game is a co op game with cops or characters i assume were cops holding guns. One of the missions was clearing a hotel or hospital and the cover was similar to the one below but it was of a man and woman in blue

its not much to go on; not many other details I can remember

General. I was trying to see if anyone here knew the name of the ps2 games I described. I owned them as a kid but cant remember the names.
