If you have licensed PSN user on the PS4 jailbreak. You would be dumper use PSN Games. But If you are not PSN account licensed on the PS4 jailbreak. They cannot startup or play a game to dump. The PSN game needs an activation license system.
Near future would be possible to dump/bypass PSN Game from PS3 Old day.
